What Is the HAAD/DOH Exam and Why Is It Important?

The Department of Health Abu Dhabi (DOH) is the regulatory authority responsible for licensing all healthcare professionals who practise in Abu Dhabi. Previously known as the Health Authority Abu Dhabi (HAAD), the authority was restructured and renamed DOH in 2019. Today, all new applicants sit the DOH examination — though the term “HAAD exam” remains widely used and refers to the same Abu Dhabi licensing process.

Without a valid DOH licence, no healthcare professional can legally practise in any hospital, clinic, or medical facility in Abu Dhabi. Passing the exam is not optional — it is the gateway to your Abu Dhabi healthcare career.

Who Is Eligible for the DOH Examination?

Before beginning preparation, confirming your eligibility is essential. The DOH sets specific Professional Qualification Requirements (PQR) for each healthcare category.

For Registered Nurses, eligibility typically requires

✅ Bachelor of Science in Nursing (BSN) from an accredited institution, or equivalent qualification of at least 3 years study duration in General Nursing

✅ Minimum 2 years of post-registration clinical experience (after obtaining your nursing licence)

✅ Valid, active nursing licence from your home country

✅ Good Standing Certificate (GSC) from your national nursing council

✅ All certificates and documents available in English

How EVA's Academy Helps You Prepare for Success

At EVA's Academy, our approach is built around one outcome — helping you pass the DOH examination with confidence and begin your Abu Dhabi career without unnecessary delays.
  • Personalized Mentoring

Every candidate begins with a structured assessment of their current knowledge level and identified gaps. Your preparation plan is built around your specific needs — not a generic syllabus.

  • Structured Preparation Plans

Our programme follows a systematic curriculum covering all five DOH examination domains — clinical decision making, medication safety, patient assessment, professional practice, and communication. Each topic is covered in sequence, with reinforcement sessions and progress checkpoints throughout.

  • Small Batch Learning

Limited group sizes ensure that every candidate receives meaningful trainer interaction, personalised feedback, and the focused attention that large coaching centres cannot provide. Mock Assessments Simulated DOH-style examinations under timed conditions are integrated throughout the programme. Mock assessments identify weak areas, build examination stamina, and significantly reduce performance anxiety on exam day.

  • Progress Tracking and Feedback

Candidates receive structured performance feedback after every mock assessment, with clear guidance on areas requiring further attention. You always know where you stand in your preparation.

  • Expert Faculty Guidance

Sessions are facilitated by experienced healthcare educators with direct knowledge of DOH examination standards and Abu Dhabi's professional practice environment. As a specialist HAAD/DOH Training Center in Kochi, EVA's Academy combines clinical depth with examination-focused preparation — giving you the skills, knowledge, and confidence to succeed.

Understanding the DOH Licensing Process

The DOH licensing journey involves five structured stages. Understanding each step before you begin saves time, prevents costly delays, and helps you prepare with confidence.

Eligibility Verification

Log in to the TAMM electronic system and create your unique identification number through the DOH User Management System. Review the Professional Qualification Requirements (PQR) for your specific healthcare category and confirm that your qualifications and experience meet the criteria.

DataFlow Verification (Primary Source Verification)

Submit all required documents to DataFlow for Primary Source Verification (PSV). DataFlow independently verifies your educational qualifications, professional experience, and licensing history directly with the issuing institutions. A positive DataFlow report is mandatory before proceeding. This stage typically takes 4–8 weeks — starting early is critical.

Examination Registration and Sitting

Once DataFlow verification is successfully completed, log into your TAMM account on the Shafafiya system, navigate to Healthcare Professional Licensing Services, and register for the DOH examination in your professional category. The exam is conducted through Pearson VUE, an international computer-based testing centre. The examination assesses clinical knowledge, decision-making, and professional practice standards.

Eligibility Letter and Licence Activation

Upon passing the DOH examination, you will receive an Eligibility Letter, valid for one year. This letter allows you to apply for healthcare positions in Abu Dhabi. Once employed, your sponsoring healthcare facility activates your full DOH licence through the Department of Health.

Career in Abu Dhabi

With your DOH licence active, you are legally authorised to practise in Abu Dhabi’s hospitals, clinics, and healthcare facilities — opening the door to one of the most rewarding healthcare careers in the Gulf region.

Our Exam Readiness Assessment Framework

One of the key ways EVA's Academy differs from standard coaching centres is our structured Exam Readiness Assessment Framework — a systematic approach to measuring and improving your preparation at every stage.
1

Initial Diagnostic Assessment

Every candidate undergoes a baseline assessment at the start of the programme. This identifies existing strengths and specific knowledge gaps across all DOH examination domains before preparation begins

2

Domain-Level Performance Tracking

Progress is tracked across each examination domain separately. Rather than a single overall score, you receive granular feedback on clinical decision making, medication safety, patient assessment, professional practice, and documentation — so preparation effort is directed where it is needed most.

3

Weak-Area Identification and Targeted Intervention

Where diagnostic and mock assessment results reveal consistent weak areas, targeted intervention sessions address those specific gaps with focused content review and additional practice questions.

4

Pre-Exam Readiness Evaluation

Before candidates sit the DOH examination, a final readiness evaluation confirms that performance across all domains meets the required standard. This prevents candidates from sitting the examination before they are ready — protecting both their time and their examination attempt.

What Skills Are Assessed in the HAAD/DOH Examination?

the DOH examination is designed to assess practical clinical competence, not just theoretical knowledge. Understanding what is evaluated in each domain helps candidates focus their preparation effectively.

Clinical Decision Making

Candidates are assessed on their ability to interpret clinical data, prioritise patient care needs, recognise deteriorating conditions, and make evidence-based decisions within time-pressured scenarios. The DOH examination places significant emphasis on higher-level clinical judgement compared to other UAE licensing exams.

Medication Safety

Questions cover the full scope of safe medication practice — drug calculations, the five rights of medication administration, identifying contraindications, recognising adverse reactions, and documenting administration accurately. Medication-related questions consistently feature prominently across all nursing categories.

Patient Assessment

Systematic patient assessment skills are evaluated, including vital signs interpretation, head-to-toe physical assessment, pain assessment, nutritional screening, and the ability to identify abnormal findings requiring escalation. Candidates must demonstrate structured, safe assessment approaches.

Candidates are assessed on therapeutic communication skills, structured clinical documentation, patient education, handover communication using frameworks such as ISBAR, and accurate record-keeping. Poor documentation performance is one of the most common reasons for exam failure.

Common Challenges Faced by DOH Candidates

Many clinically experienced nurses struggle with the DOH examination for reasons beyond clinical knowledge. Recognising these challenges early helps candidates prepare more effectively.

Clinical Reasoning Under Exam Conditions

Translating ward-based experience into structured MCQ answers requires a specific approach. Many candidates find that applying clinical knowledge to novel exam scenarios is more difficult than expected.

Medication Calculation Questions

Drug calculation errors under timed conditions are among the most frequently reported difficulties. Regular, structured practice with varied calculation formats is essential

Time Management During the Examination

The computer-based format requires efficient question management. Candidates who have not practised under timed conditions often underperform despite strong clinical backgrounds.

Examination Anxiety

High-stakes examinations create performance pressure that affects even confident, experienced nurses. Structured mock assessments significantly reduce anxiety by building familiarity with examination conditions.

Understanding UAE Healthcare Expectations

The DOH examination reflects Abu Dhabi’s specific healthcare standards and professional expectations. Candidates unfamiliar with UAE clinical protocols face an additional preparation challenge that subject-matter revision alone cannot address.

Common Mistakes That Delay DOH Licensing

Many qualified, capable nurses experience avoidable delays in the DOH licensing process. Understanding these mistakes in advance allows you to navigate the process efficiently.

Starting DataFlow Late

DataFlow Primary Source Verification typically takes 4–8 weeks or longer. Candidates who begin the DataFlow process late find themselves waiting — unable to register for the examination despite being fully prepared. Start DataFlow as early as possible.

Incomplete or Incorrect Documentation

Missing documents, certificates not translated into English, expired licences, or incomplete Good Standing Certificates are among the most common causes of application delays. A complete, accurate document checklist reviewed before submission prevents these issues.

Underestimating the Examination Difficulty

The DOH examination assesses higher-level clinical judgement and evidence-based practice. Candidates who approach it as a general nursing knowledge test without structured preparation frequently do not achieve a passing score on their first attempt.

Poor Study Planning

Unstructured self-study without a systematic curriculum, mock assessments, or progress tracking produces inconsistent results. A structured preparation plan with defined milestones is significantly more effective.

Missing Eligibility Requirements

Applying before meeting the minimum qualification or experience requirements leads to immediate application rejection. Always confirm current PQR eligibility criteria directly at the DOH Abu Dhabi portal before submitting your application.

Frequently Asked Questions

Get clear, quick answers regarding our nursing licensure preparation courses, batch timings, credential placements, and migration roadmaps.

HAAD (Health Authority Abu Dhabi) was the original licensing authority for healthcare professionals in Abu Dhabi. In 2019, HAAD was restructured and renamed the Department of Health (DOH) Abu Dhabi. They are not two separate authorities — DOH replaced HAAD and now handles all healthcare professional licensing in Abu Dhabi. When people refer to the “HAAD exam,” they are referring to what is now the DOH examination.

Registered nurses, allied healthcare professionals, physicians, pharmacists, and dentists planning to practise in Abu Dhabi can apply for the DOH examination. Applicants must meet the Professional Qualification Requirements (PQR) for their specific category, including educational qualifications, clinical experience, a valid home country licence, and a Good Standing Certificate.

Preparation duration depends on your existing knowledge level and the domains requiring development. Most candidates benefit from 8–16 weeks of structured preparation. EVA’s Academy conducts an initial diagnostic assessment to provide a personalised preparation timeline based on your specific background.

Core documents typically include your nursing degree certificate, transcripts, home country nursing licence, Good Standing Certificate from your nursing council, passport copy, and experience certificates. All documents must be in English or accompanied by certified translation. DataFlow verifies these documents independently, so accuracy and completeness are essential.

EVA’s Academy’s Exam Readiness Assessment Framework provides a structured, domain-level readiness evaluation throughout your preparation. A final pre-exam assessment confirms whether your performance meets the standard required before you sit the examination — ensuring you do not sit the exam before you are genuinely ready.
